There is (yet another) mass migration to Dreamwidth underway, this time by Cyrillic users / Russian speakers. Apparently the “borking” was actually moving.
Since LiveJournal is now physically hosted on the territory of Russia, all the confidential information of service users
is available for domestic security services in real time, in accordance with the requirements of SORM SORM-2 and-3
to the Russian sites.

I don't think this would ever affect us, frankly - it might even be a good thing, from a “Forever War on Terror” point of view; Russian Federation Internal Security isn't going to bother English speakers, and the NSA is less likely to get their data-mining mitts on servers not in the US!
Just don't post pro-Ukrainian sentiments.
